Plumber in Brussels: the complete guide to leaks, prices, who pays, VIVAQUA and insurance
Short answer: In Brussels, get to safety and shut off the water only if the valve is safe to reach. Contact VIVAQUA for a leak before or at the meter itself; use a plumber after it. Get a complete written price, notify the landlord and insurer, and keep evidence. In rentals, the cause determines who pays; VIVAQUA bill reductions remain subject to conditions.

Leak, water damage, tap: the first steps
Put safety first: do not cross a flooded area to reach a valve. Shut off the supply only if it is safe to reach; call the emergency services if anyone is in danger. Then notify those affected and have the leak stopped. Do not wait for an overnight meter test during an active leak.

How a plumber's price is built, and how to compare quotes
The total depends on diagnosis, billable time, travel, parts and any emergency surcharge. An hourly rate alone is not enough to compare jobs. The plumbing price guide sets out market benchmarks and differences between sources; these are not quotations from FUSE SERVICES.
- Give each contractor the same description, with photos if possible.
- Before the visit, request written details of attendance or diagnostic charges, minimum billing, surcharges and work still to be priced.
- Compare the same scope: leak detection, repair, parts, any opening-up and reinstatement, including VAT.
- Agree the price of additional work before authorising it. Outside emergencies, compare several offers.
- Keep an invoice recording the cause found and repair carried out, for the landlord, water company and insurer.
VAT: FPS Finance (FR) says 6% may apply to eligible repair or maintenance work, excluding cleaning, in a home at least 10 years old used mainly as a private dwelling, provided the other official conditions are met. The contractor invoices the work to the final consumer; materials you buy yourself remain at 21%. Urgency alone does not establish eligibility: ask which rate applies to the specific work and have it stated on the invoice.
Tenant or landlord: who pays the plumber?
In Brussels, tenants handle upkeep and minor tenancy repairs, except where age-related wear or force majeure is the cause. Landlords handle other repairs needed for normal use. Tenants remain responsible for the consequences of their own fault. The cause matters as much as the part. According to be.brussels (FR), descaling and cleaning tap seals and filters fall to tenants, while repairing worn taps falls to landlords; neither party can override the official list.
Tell the landlord promptly in writing and keep photos, quotes and invoices. Outside emergencies, ask the landlord to arrange the repair or approve the quote. If the leak cannot wait, limit damage safely while notifying the landlord. Ordering a repair yourself does not guarantee reimbursement.
See the rental tap and cistern guide for the fault-by-fault table, evidence and regional differences. For a leak affecting a shared part, also notify the building manager to identify the installation concerned.
VIVAQUA and your water bill: before and after the meter
VIVAQUA is responsible for the installation before the meter and the meter itself, but not the seal immediately after it, which belongs to the private installation. After the meter, the customer arranges a plumber. In rentals and shared buildings, the final allocation of costs depends on the cause and the part affected.
If a VIVAQUA meter records at least twice the usual consumption because of a private leak, a reduced rate may apply to the variable part of the bill. Apply within 12 months of the invoice being issued and provide proof of repair within 2 months of your application. The leak must not result from failure to comply with technical requirements. This scheme does not reimburse the plumber.
Distinguish water charges from repair costs. Full conditions and calculation bands are set out under VIVAQUA. For the procedure and special cases, see the after-meter leak guide. The FAQ VIVAQUA explains the responsibility boundary.
Water-damage insurance: what is covered and what is not
According to Assuralia, home insurance generally covers accidental water damage and certain costs of limiting the loss or gaining access to a concealed pipe. Repair of the faulty pipe or appliance itself is generally excluded. Lack of maintenance or prevention may also lead to exclusions. Check your policy, excess and the insurer's instructions.
Photograph damage, notify your insurer promptly and keep invoices and damaged parts where safe. Tell the landlord if you rent, and the building manager and affected neighbour in a shared building. Ask who should report what and which policy applies; do not assume the neighbour is liable or that reimbursement will be complete.
See the neighbour water-damage guide for the steps, claim statement and remedies.
Brussels, Wallonia, Flanders: what changes by Region
This guide starts with Brussels. Do not automatically apply VIVAQUA rules in Walloon or Flemish Brabant: identify the water company on your bill and check its procedure.
- Brussels: VIVAQUA explains its leak rate, available on request and subject to conditions.
- Wallonia: SWDE distinguishes leaks and the conditions for dealing with a hidden leak. Its conditions do not automatically apply to every Walloon water company.
- Flanders: VMM advises contacting your water company first, having the leak repaired and documented, then requesting a conditional amicable settlement (minnelijke schikking). VMM provides information; you apply to your water company.
Tenancy-repair rules are regional too: the rental tap and cistern guide compares Brussels, Flanders and Wallonia. For the local service, see plumber in Brussels.
Prevention and maintenance: avoiding the leak and the bill
Find the stop valve before you need it. Watch for dripping taps, a cistern that keeps running and damp patches. Have unusual discharge from a water heater checked, but never block its safety valve.
Outside an active leak, use the meter to check unexplained consumption: compare readings over a period with no water use, including automatic appliances. Unexplained movement warrants investigating a leak; it is not a diagnosis on its own. Do not wait for this test if water is already escaping.
Before frost, protect exposed installations following VIVAQUA, without blocking necessary ventilation. Descaling and cleaning tap seals and filters count as routine upkeep in Brussels (be.brussels). Ask for servicing advice specific to your boiler or water heater; see also the heating engineer page.
